In 2022, we need to ensure affordable, accessible early learning opportunities with the goal of creating statewide universal access to child care and Pre-K. To do so we need $5 billion for universal child care, including passing S7595/A8623 (Brisport/Hevesi)

Pre-K

In addition, New York State must fulfill its promise to provide fully funded, full day quality pre-K for all students including investing $500 million and making policy changes to ensure that pre-K and child care programs are not competing for resources, including those who need preschool special education and early intervention. The executive and final budget must include Governor Hochul’s commitment to invest $240 million in special education and preschool special education, as well as the committed percentage increase, to ensure that all children have access to the services they need.
